Operating Charter

RedPearl is a determinative governance system. It operates through structured intake, documented review, and explicit assessment outcomes. It does not operate through advisory accommodation, consensus management, or informal consultancy practice.

1. Definition

RedPearl is a doctrine-led project governance system designed to assess project context, review governance suitability, and support structured engagement boundaries.

It operates through structured intake, formal assessment, and determinative outcomes.

2. Scope

RedPearl operates within the domain of project assessment, governance evaluation, and review of project suitability.

RedPearl does not operate as a general consultancy or advisory service.

3. Core Principles

3.1 Authority over Consensus

Decisions are made through defined authority, not collective preference.

3.2 Reality over Intention

Assessment is based on actual project state, not stated plans, aspiration, or narrative comfort.

3.3 Determinative Outcomes

All assessments result in a clear determination.

4. What RedPearl Does

RedPearl:

  • conducts structured intake;
  • assesses governance, scope, authority, and delivery conditions;
  • determines project viability; and
  • may apply governance structures where formal engagement is entered into.

5. What RedPearl Does Not Do

RedPearl does not:

  • provide general advisory services;
  • operate as a collaborative consultancy;
  • assume delivery ownership; or
  • align conclusions to client preference or political comfort.

6. Intake Process

The RedPearl intake process is controlled, structured, and secure.

Completion of intake enables formal assessment. It does not guarantee engagement, continuation, or acceptance.

7. Determination Outcomes

Assessment results in one of the following outcomes:

  • Viable;
  • Conditionally Viable; or
  • Not Viable.

A determination of Not Viable results in termination of the process.

8. Right of Refusal

RedPearl may decline engagement, discontinue assessment, or decline continuation where project conditions are not suitable for further governance review.
